My neighbor sold low. Does that set my price?

It does not set it, but it constrains it, and pretending otherwise costs you time. A below-market sale on your street becomes a comparable the appraiser has to address, so the work is to understand why it sold low — condition, a fast timeline, a family situation — and be able to document the difference between that house and yours.
